Mitchell talks to Chris Gallagher, manager of the Sausalito’s Bay Model, a three-acre indoor 3-dimensional representation of the San Francisco Bay and Delta. The facility was built by the Army Corps of Engineers in the 1940s, to test-out the so-called Reber Plan, a massive plan envisioned by John Reber to build dams and locks to harvest drinking water and support a railway and a highway.
