Host John Flavin reveals the less than gentile approach county planners have used on the unincorporated areas of San Rafael regarding bearing the burden of the County’s Housing Element. His next grenade is a review of the Sausalito Art Festival. . . and whether it has lost its way. His next focus is on the Planning Commission’s maneuver to place the burden of environmental impact reports on the individual versus the city. Finally he gives an update on the status of the possible candidates for the three city council seats up this November.

Host John Flavin is horrified by the decision of the Metropolitan Transportation Commission and the Association of Bay Area Governments to go forward with a study of a mileage tax on Bay Area drivers, which could potentially raise $15 million a day. The implementation of this tax would require the installation of a GPS-like odometer in every car to track mileage. . . and your daily activities. Big Brother, anyone? John urges his listeners to contact their elected officials and nip this study in the bud. John shudders to think what else the Commission and Association have up their sleeves. . .

Host John Flavin points out the reasons the City of Sausalito should not rely on a seventeen year old Environment Impact Report to satisfy the California Environmental Quality Act’s requirements for the proposed Housing Element. Too much has changed with respect to both the law and the Sausalito environment to rely on this aged report.

Mitchell talks to Chris Gallagher, manager of the Sausalito’s Bay Model, a three-acre indoor 3-dimensional representation of the San Francisco Bay and Delta. The facility was built by the Army Corps of Engineers in the 1940s, to test-out the so-called Reber Plan, a massive plan envisioned by John Reber to build dams and locks to harvest drinking water and support a railway and a highway.
