The implementation of this tax would require the installation of a GPS-like odometer in every car to track mileage. . . and your daily activities. Big Brother, anyone? Mitchell talks to Chris Gallagher, manager of the Sausalito’s Bay Model, a three-acre indoor 3-dimensional representation of the San Francisco Bay and Delta.
